Agreed. But there is and has been a law covering the criminal violation of federal law by a state governor. The migrant troubles start with what has happened in their former homes to move the migrants to seek asylum, a question that Republicans have obstructed any progress on along with every other question, including border 'security' (for want of a better name). There's no end in sight for the obstruction. So, for now the only feasible plan is to work towards voting out all Republicans, which for now means voting in all Democrats. I say 'for now' because if and when Democrats have numbers too big to be obstructed, there will be no excuses for failing to answer the many questions that have gone ignored for many lifetimes, border security and it's causes being just one such question.
