They were in Ukraine, if that's what your objection.
If you are saying that Ukrainians would not know whether they should like Russians, or hate them, or whatever, without Nuland's cookies, that's on the level of Kamala's ideas about gender or Donald's ideas about international trade laughable.
As disappointing as it might be to the "US is the center of the universe" crowd, people who had lived centuries with and under Russia are perfectly capable of making their own decisions, even if the cookies might have helped a few guys jump up and down on Maidan a bit longer.
