Despite commitments by various Western nations to provide F16s to Ukraine - only 6 pilots have been identified to be trained and they had to learn English first starting now? ending sometime Spring 2024. Then they have to be trained on actually operating the F16. I'm sure that training will be accelerated (i.e. half assed) just as the Western training for the Ukrainian counter offensive using Western gear was, but it is still slated to take until fall 2024.

Russia is probably wanting to do a much better job of training Iranian pilots than that - hence the lack of Su35 deployment in 2023 despite a sales agreement in 2021 is not clearly meaningful in my view.
