To keep things simple: Yes, up until early 2022 for certain, Ukraine had collections of pathogens directly derived from the former Soviet Union bioweapons program. Confirmed. Do keep in mind the Soviet Union ended in 1991.
No, Ukraine did not have the appropriate -- USA & EU By law required -- BSL-4 & (for some ) BSL-3 facilities to retain these pathogen collections.
