We've heard that one for months now, over and over but it never seems to happen. Similar to "Russia is out of missiles/tanks/men/aircraft/burrito coverings/cat treats/etc."

If the West really were out of weapons, then now is the time to strike, while your opponent is down. Russia seems to be unconvinced.
