Ukraine wasn't making any of the decisions here, the US was. If you look at the training and weapons originally given to Ukraine by the US they were being set up to run an insurgency. The US outfitted a 250,000 man army all trained in insurgency tactics. Why? Because the US assumed Russia would do what the US would do, and what you would prefer they do. And that was to do a complete takeover of the country via a shock and awe campaign. Remember Russia will take Kiev in two weeks or whatever it was? The plan was that once Russia took Ukraine they, NATO, would bleed Russia just as in Afghanistan, by running an insurgency. The end goal was never about Ukraine, it was to weaken and destroy Russia, to be accomplished by making Ukraine a threat and forcing Russia to act. Russia saw the trap and went a different route.
