This is a bit of the elephant in the room. Blacks remain at an economic and educational disadvantage, ie chronic poverty, all of which stems from the long legacy of slavery and discrimination in the past, and perhaps despite your comments, ongoing. Ask black people! Single parent children is hugely a black story. Finally blacks under represent themselves when it comes to voter turnout. Chronic poverty is intergenerational, and "slums" or low income neighbourhoods perpetuate themselves, regardless of colour. Blacks are over represented in prisons. We all know they are more targeted by police, regardless of the color of enforcement personnel. This is tough one, and slow to fix, though I'd like to think there has been considerable progress "over the years".
