No, the tools to achieve that currently do not exist. There is nothing the West can do to cause the collapse of the Putin administration, nor the full withdrawal of Russian forces, and so on. All that is simply delusional.
As for sanctions hurting Russia, sure they have, but surprisingly they have also helped Russia enormously, for example, by increasing the price of resources Russia exports. They've also helped by forcing an industrial expansion to localize and substitute imports from the West. Russia never would have done that if not forced, but once forced it did that very, very successfully with enormous, unexpected economic gains happening.
The strategic picture is not grey but painted in bright, positive colors for Russia. The Russian economy is booming, it has decoupled from the West in all key ways, it doesn't give a hoot about SWIFT or whatever the West thinks, and it is happy redirecting its business to the Global Majority. A few Russians pine away for some more visits to Old Europe, but an overwhelming majority of them are discovering the pleasures of interior tourism within Russia's vast and varied geography (which has stimulated enormous economic growth), and the pleasures of touring to exotic locations in South America, Africa, the Middle East, and throughout Asia without the boredom and laziness of yet another visit to Paris.
Russia is also steadily, methodically, and decisively defeating the US and all NATO combined in Ukraine. It will denazify and demilitarize Ukraine to its own liking, whatever that takes up to and including erasing "Ukraine" from the map and anybody who stands in Russia's way. That's the price for the West of them killing 14,000 Russians in Donbass and financing the people who burned alive 47 ethnic Russians in Odessa.
The long term strategic play for Russia is a prosperous and happy Global Majority with Russia a trade and tourist partner for those very many rising countries. They don't give a hoot what happens to the US and its vassals.
