I don't back down from the position that if there were a country on Earth that would be insensitive to nuking its homeland, China would be that country. They have the internal security and propaganda arm to make it pay for them.

I know lots about nuclear stuff. I know about proliferation and I know precisely what is required to make a weapon. Creating a deterrent can be self-defeating if it is small enough to not be immune to enemy strike but large enough to be perceived as threatening.
