Yes. Fauci is the face of corruption, but he's not the only person involved in this saga. Unfortunately, the profit motive and possibly even a depopulation agenda (hard to prove but anecdotally one can make a case for this).

One guy is very rarely solely at fault for anything. There is generally a group (100s or 1000s of people) involved to effect it. Many "just doing their jobs" and due to compartmentalization this is often true.
