I am not arguing with you. I am just saying that is why compartmentalization exists as a process/policy mechanism to obscure job functions and prevent the full picture being seen by all. Anyone close to the acts themselves know exactly what they are doing (strategically, operationally, or tactically). Fauci may not have witnessed the horrible treatment of beagles, but he clearly signed off on it (unless it said simply "biologic test subjects" on the approval form and he is similarly compartmentalized out of the process. Doubtful, but it's a plausible excuse.
