Consider, if you will, the Utne Reader revealed in their top censored stories for 1988 that the gov't was already able to record all telephone convo's in the US. They were working hand in hand with AT&T. "Private companies" like Lockheed and Northrup run the various black projects so they are no longer subject to FOIA requests ('cos they aren't the gov't). The 'concert' has been playing for quite some time, but 'they' are not nearly as concerned to maintain a facade of being law abiding.
