Vladivostok is:

- 1000km away from the closest bit of permafrost

- coastal city next to a huge ocean

- literally Dwb Koppen climate classification...

None of what I described applies to Vladivostok in any way, shape or form.

Yakutsk does not have precipitation problem, but is indeed known for biblical floods which then FREEZE (just put "Yakutsk flood" into Google and see for yourself.

Yakutsk is also not melting (yet) as is fairly secure due to being near the pole of cold.

But there are other places where this problem will become urgent a lot sooner.
