No, raising Texas state taxes alone certainly won't solve the tail end of the problem that starts in South and Central America, but it would begin to improve the lives of the people who actually make it here. It will take federal taxes and federal action to begin to correct the problems in those southern countries that past American administrations, in aid of American businesses, created and made vastly worse. Like American chattel slavery: even though it no longer is legal in the US, the damage done by that system followed by Jim Crow lingers on; it's far worse in those southern countries, and if out of nothing else than enlightened self-interest, the US must work on eliminating the problems it helped create.
