Ummm....this behavior is long after Hiroshima and Dresden, as you know well, and if anything those should serve as deterrents rather than templates. And while it might be 'a part of modern war' that civilians are killed as collateral damage, it is never - repeat, never - acceptable or 'just part of modern war' to agitate from the position of an administrator for their deaths.
