The framing: less than three months before Mexico hosts the World Cup, the agreement that moves nearly $2 trillion a year between the U.S., Mexico, and Canada is facing its own decisive match. July 1 is not a deadline for finishing negotiations. It is the whistle that determines whether North America resets the clock or starts playing against it.
