The leaders of Ukraine, the United Kingdom, France and Germany have agreed on five conditions for a sustainable peace.
1. A complete ceasefire is a necessary precondition for launching a peace process.
2. The current front line should serve as the baseline for future negotiations between the parties.
3. Once a ceasefire takes effect, Ukraine must receive reliable and legally binding security guarantees based on commitments made in Berlin in December 2025 and Paris in January 2026. These would include the deployment of multinational forces in Ukraine.
4. Russian assets will remain frozen until russia ends its war of aggression and compensates Ukraine for the damage it has caused.
5. Any agreement must protect European security interests. Any negotiations involving the EU and NATO will require the consent of the EU and its member states, as well as NATO allies.
