This is not communism, it's Capitalism ~ it's about money and profit. China is also a capitalist country, despite the title of their party. (The way our major parties are called Democratic and Republican even though they're neither!) Authoritarian measures, such as censorship or punishment, can be used to enforce any ideology, system or policy. Authoritarianism can enforce capitalism just as much as any other system.
