We're talking about a democratic republic whose hubs are,or were, cities where civil order is collapsing. The "law enforcement" that is superceded is broken. Police are deliberately disabled, nullified, and demonized in various ways, as everyone knows. This was not an act of aggression, it was a forced act of defense of law abiding citizens. Systematically dismantle barriers against violence and chaos and then object to every single effort to beat it back. Humanely get the homeless off the streets. A step toward doing this would be the admission of dogs or cats to homeless shelters. Instead the money goes to parasitic NGOs who monetize and perpetuate the status instead of doing triage on these people and helping those who can be helped.

Those with violent history or proclivities or psychiatric problems that require heavy medication need to be housed permanently and kept separate from people who are down on their luck or on drugs and need treatment and some help up. If shelters weren't places for predators you'd get more people who need them using them.
