Biden and Boris are tools, public facing shills, the people that plan these wars and pandemics are not in the news, and in some cases are almost impossible to name.

In the case of the US, you would be closer to the truth to look at Mayorkas, Garland, Blinken as they are running the country, not Biden and not Kamala.

So the metaphor is Blinken/Matorkas are the carpenters and Biden/Kamala are the hammers.
