I also had crazy situation, brother and sister had control - they vaxxed and boosted Mom to get into two different bad nursing homes, then they finally realized the one I wanted from the beginning (with no vax requirements) was far less expensive. Pow - all set and Mom's too smart to get a jab if not required.
