My apologies for being a bit too telegraphic. Of course Low German is an Indo-European language. But Low German having a cognate of the English word in question doesn't guarantee that that word can be reconstructed either for Proto-Germanic or for Proto-Indo-European. The less closely the consonants (and to a lesser extent the vowels) line up with known sound correspondences, the lower the confidence in the relationship between the words.
