I would have just said "...virtually all UK police and their 'superiors' had no understanding."

I knew in 2020 that the police in the UK where I am from were exempt from mask wearing, yet they still did. I have seen them wear masks outside then take them off in the vehicle after arresting someone. This was deliberately stupid. My respect for the police has gone through the floor and is still falling.

Mind you, re masks no one in the UK had to wear a mask, health & safety law should have been sufficient to cover those who struggled with common sense.
