To answer Emmie's question, the Chinese are displaying amazing technological progress in space. They have achieved near-parity with the United States in an incredibly short period of time. Overall, they have achieved impressive momentum. We have not yet put a dent in their penetration of our IT/computing systems, for example. Whether we can use the new legislation to create a focused, long-term competitive response is the key question. Can we manage it?
