It seems to me that Fauci&Co make a clear effort not to outright lie, but still to keep the people believing that the vaccines prevent transmission and infectiousness. Many people still believe that. It is quite nefarious.

It is the motte-and-bailey way of arguing, so beloved for years now in academia, politics, and the media.

E.g. Toxic Whiteness ("....but we do not mean all whites are toxic, just the racist structures we call white") Sex and Gender ("....we do not mean that sex is a social construct, but the concept of male-female behaviour") and of course the all time hit "that wasn't real socialism"
