Of course it can. Also, since when did the CCP care about screwing with people's privacy? They are just super paranoid about the US using the data against them because that is a major part of the CCP strategy and they are mirror-imaging.... They assume that because they have no internal moral or legal restrictions on their policies, the US must be the same way.
