The bystander effect is not just a problem in China, y'know. It's part of human nature. Not a universal rule, of course, but surely you've felt this phenomenon yourself. A class where no one answers a question, a project where no one wants to take the lead, a road accident where no one calls 911, telling themselves someone else MUST have already called... This sort of thing happens all the time and all around the world, just generally with lower stakes. Frankly, your accusations of this event happening solely because of negatively perceived traits of Chinese society is fairly offensive. Chinese people and their psychology aren't that much different from Germans, or Ethiopians, or Peruvians, or Americans. This is a sort of universal human trait.
