Whats the story with the "tanks protecting the banks" videos going viral?

Sorry for going off the interesting topics suggested by Bill but was wondering if anyone knows what the story really is with those videos ? They spreaded like fire on Twitter, but mostly from anti-china sources that claimed they were from Henan and the tanks were sent to deter people from running on the banks.

Then it appeared the footage is actually from Shandong and I saw some claiming this was part of a pre-planned military drill - which also sounded off...
