Michael Phelps (and other legendary male athletes) compete against others that all have an equal chance of having the same exceptional characteristics suited to the sport. When a male competes against a female in a sport, the chances that the female competitors also have those exceptional characteristics, is vanishingly small.

Nobody ever needs to include the word ‘biological’ before ‘male’ or ‘female’. Doing so is a perfect example of a distinction without a difference.
