nah, don't agree with this. Trump intentionally used Title 10 Sec 12046 to federalize the Guard here, among others he could have chosen. It requires that Newsom join the chain of command and help forward orders, which he's refused to do.

Trump could have gone directly to Sec 252, which cuts Newsom entirely out of the picture, or 253 (Insurrection Act) which would declare enemies and allow for full military mobilization. He didn't.

Instead, he gave Newsom an option, and a rope to hang himself on. Play by the rules under 12046 and take the pivot, or refuse and make yourself part of the insurrection. Newsom chose the latter, optically and legally. Arrest is the least of what should happen to both him and Bass.
