They have a strong senior partner in those activities... privately owned "central banks". The bankers and their secret society and "Institute" social networks (e.g. RIIA, CFR, Bohemian Club, Bones, the Jesuits and masonic type organizations, etc.) are the real brains and nervous system of the many-headed "beast". They use those relationships (back channel access and control) as tentacles into the government at all levels (elected and unelected) and especially intelligence agencies, plus strategic corporate leaders (C-suite and board members). The intel people employ various compromise and control techniques (ala Epstein) to increase the efficacy and utility of the top-down influence and control.
