IMHO, the rule of law exercise is, to put everything they have done anyway into code and enforce, that no more and no less than what the law says is being done. So no mishaps, that may raise widespread social discontent.
Even if you fold the whole regime into law, there must be those institutions above the law. One surely is the CCP disciplinary commission, but who will take charge of the other 1.3 billion mere mortals?
This hoo-ha about the National Security law, does anyone seriously belief they have done none of the enforcement action before this law?
Then the paranoia about China stopping rare earth exports based on another new law, that simply unifies 9 preexisting laws: Does anyone seriously believe, that the PRC government ever needed and ever will need a law to stop rare earth exports?
