Private actors and Russia have both likely been plotting some type of global depop gene warfare stunt for a long time before 2020; I've at least thought it to be a likely reality since 2011. It was only a question of which entity would figure out how to make the weapon asymmetrical first (getting the world to self-inject the weapon by labeling it a "vaccine" being the solution).
