Agreed, and think Chinese actions are a mix of actual strategy and off-the-cuff actions. Someone said that China's bureaucracy is so massive, all the central government can do is issue vague strategy (Xi Jiping thought) and local officials have to implement policy adhering to this policy as best as they can in order to earn promotions. Just not enough bandwidth for every action to be controlled by the center.
