I think the Africa outreach is overblown - it is so aspirational as to be irrelevant (e.g. would only be relevant when they achieve American-like dominance over the globe). As it is now, any small bases are totally useless to China in the face of American opposition, and even without opposition the supply and forces needed are enormous
