The point of tariffs is to raise the cost of goods from China so as to encourage sourcing from other locations - if the cost is borne by China, then the US gets some free money but the objective isn't achieved.

Whether the tradeoff is worth it is another more complex question, but that is the whole point of the concept of tariffs
