I agree that the Chinese strategy is one of mercantilism without the military. Smart of them to avoid the trap of sending their military abroad, but it does mean their influence is much less and not that of a superpower.

I think they realize that if they really want to wield economic influence as a weapon, they are better off being the largest importer instead of the largest exporter ala the US
