Most Chinese talk is domestically focused - I think here XJP is trying to encourage local governments to find ways to nurture talented scientists and hard engineers (e.g. not social media engineers for example.)

I don't think he has a serious plan for recruiting foreigners, but he is probably targeting Chinese scientists and engineers overseas to come back. There's quite a few very talented ones out there...
