I'm not sure the confidence and paranoia are contradictory. From a military and economic viewpoint, things are going China's way, although in my opinion one can't look too closely at that. The paranoia seems to be typical to authoritarian/totalitarian regimes in that they are careful to watch for problems that might lead to bigger issues. The rest is deciding which reasons you have postulated best fit.
