Large companies will leave China when they are either tired of having their own technology used against them, they have new plants set up somewhere else, or the Chinese seize their plants. US companies are protected to a large extent already by the tax code in that they can deduct the costs of their foreign plants that they either lose or write-off, no need to give them any other incentives.
