I'd suggest that U.S. government blessing of the sale by U.S. companies of important technology to China would confirm Lenin's view that the "capitalists will sell us the rope by which we will hang them." The U.S. government is not without recourse in dealing with potential foreign companies and governments that might want to supply China with critical technology. From 1979 until 2018 the policy of the U.S. toward China was "positive engagement." It was premised on the widespread and (among the conoscenti) deeply held conviction that doing trade and business with China would liberalize its politics and foreign policy. Remember the best selling book: The End of History? Because of this, the U.S. refrained from even half way enforcing its CFIUS policies and rules. Since 2018, the veil seems to have been lifted on more and more free world eyes and there is now a swing toward tougher CFIUS enforcement. Such enforcement won't halt all objectionable sales, but it will stop a lot. Perhaps more importantly, it will keep in business free world suppliers who otherwise might be forced to close shop by Chinese industrial policy practices.
