You misunderstand. Trump, by stealing all the attention and focus onto himself - acts as the perfect distraction mechanism for the Dems and the Repubs (remember->uniparty) to achieve their agendas and outcomes. Trump presents himself as the "evil/immoral/etc." person that makes other "evil/immoral" people look acceptable. He LOWERS the bar on what is acceptable and normal. He lowers expectations of what people should expect/demand from their representatives.
