There is no difference yet one is actively being hunted while the others are facing no accountability for anything. Theatre only works when there is no harm involved. Once harm starts becoming the norm it isn't theatre anymore. The public, while mostly stupid, won't stand for a scenario in which they are being actively harmed. That is asking for outright civil strife which ultimately the people in charge will not be able to control.
