Agreed. The proletariat in Aus is v anti-China and there are no votes in caving. I think one reason for the list is to try to get a “better” result for the upcoming inquiry into foreign political interference on campus. They are perhaps trying to pre-empt the potential closure of the Confucius Centres and at the same time warning of what will happen if they do.
