It is quite surprising, but (as you highlighted) I believe it can probably be attributed to Merkel's belief that the US lacks either the appetite or ability to inflict costs on Germany in the same way which China might. This seems likely to change even under Democratic administrations as the prospects of legitimate military confrontation between the US and China rise, to say nothing of the kind of tack a (hopefully more coherent than 45) future Republican administration might take.
