People often seem to be enamoured with a situation that is a problem, not just to them but to many, if the situation as such meets some code or -ism or other with them.

And that is indeed universal and requires both the right personality-traits and conscious effort to handle. Example:

Sat in a meeting yesterday where I brought up that people who are on long-term sick leave, getting their cheque from the public insurer's office, has to hand in a doctor's form which states that they are unable to work - once every quarter.

This is not law, it has just become praxis over the years. My suggestion that it ought to be changed to yearly for patients with chronic conditions, while they await rehabilitation or other measure, was met with blank stares. "We aren't in a position to do that, such a decision must be made at the top level". Which I know, of course. But as I pointed out, if everyone in the meeting sent in a formal question about this, and asked for it to be investigated and also asked others in the administration to do so, we might se it happen.

"But why bother?"

Because meeting the patient and filling out that form takes 1 to 2 hours of work-time for an MD. And that time would be better spent treating or interviewing patient who needs more than just a signature due to bureaucratic rules: a net saving for all involved.

It all fell flat of course. Everyone acknowledges and understands that this would save thousands if not tens of thousands of hours of time for MDs, and save on other costs associated with this too. Everyone knows the formal channels for sending such questions "upstream". Everyone agrees it is indeed a problem on many levels.

And everyone but me invents rationales for not doing anything about it.
