Getting rid of public service unions would be a start. JFK signed them into law through executive order and this has allowed them to grow and consume taxpayers' money exponentially, even bursting their banks like a river in flood to take in supposedly non-governmental agencies such as foundations and NGOs which act as an unaccountable shadow government.

A lot of money goes dark as it passes the event horizon of government, and there are a lot of dangerous vested interests eager to keep things the way they are.

Removing them would be a lot less straightforward.
