The only Article II power lives in the presidency. There are no independent administrative agencies anywhere in the Constitution. But "eliminate whole fricking agencies," yes. Sharply reduce the duties and reach of government, and the presidency isn't a problem. Having a monstrous government, enormous and intrusive, and then freeing it from control, isn't an improvement.
