Well look no further than Ian. People were literally in a mad dash to head south from Tampa to the Ft. Myers area - literally 12 hours before landfall. That didn't turn out well.
If everyone who lived on the coast of Southwest Florida would've just retreated 15-20 miles inland then virtually nobody would've died.
