You're right.

But there are times when you have to use your feet and "lose" money to bring their control under your heel.

I fear that in many places in the country we may be left with only that alternative.

Sometimes you have to create your own preferences by seeking safe harbor...which usually doesn't feel safe when presented with such predicaments.
